Meeting Minutes
January 29, 2007

Present: Chairman Deanna Huot, Selectman Peter Moore, Selectman Patricia McTeague, Town Manager Ted Sutton, Recording Secretary Susan Chenard

Audience Members: Bill Willey, Charlie Cook

Approval of public meeting minutes of January 22, 2007: After a short discussion on the length of future meeting minutes (i.e. to try to keep them more concise), a motion was made by Selectman McTeague, seconded by Selectman Moore, to approve the public meeting minutes of January 22, 2007, as amended.

Routine Business - It was decided to move the Sewer Ordinance discussion to the top of the agenda.

? Sewer Use Ordinance discussion with Bill Willey. Mr. Willey made a short introduction of the new revision to the Town Sewer Use Ordinance. It has been a project worked on by a consultant engineer all summer to revise the ordinance. Its purpose was to make the new ordinance more specific and give property and business owners a set of guidelines to follow. The Board of Selectmen went through the ordinance and the various points of discussion follow:

. Page 8, IV, B discusses building sewer permits. The old ordinance did not have a dollar value. The Board felt there was a need to pay for sewer use permits, and after a short discussion, it was decided to charge $100 for the sewer use permit.

. Page 11, D, 2 sets a maximum of 100 mg/l of fats, wax, grease or oils, whether emulsified or not, as opposed to the unspecified amount in the previous regulation. This will give restaurateurs parameters to meet.

. Page 14, 6 discusses the use of independent contractors to clean traps. Mr. Willey or his crew inspects after them, but the contractor himself may not be certified. This was allowed by the Board of Selectmen.

. Page 17, N led to a discussion regarding septage dumping. There are two dump stations in Town, which discharge into the town sewer system. This is hard to treat as it has a high concentration of sewage. There should be control of these dump stations due to their volume. This will be looked into further.

. Chairman Huot mentioned the need to plan ahead for the future cleaning of the lagoons in 8 years.

. Unlike the proposed sign ordinance, there is no grand-fathering with this ordinance, as it is a public health issue.

. Once this sewer ordinance is adopted, letters, written by the engineer, will go out to various permit holders, with a request for changes to be made to these systems and implemented by October 2007.

. A motion was made by Selectman McTeague, seconded by Selectman Moore, to approve the revised Sewer Use Ordinance, as amended. It will go into effect as soon as recorded and posted, per RSA 147:1.



? Budget Meeting update - Town Manager Ted Sutton mentioned the need to remember that budget hearing need not be scheduled until 25 days before Town Meeting (or till February 16, 2007 this year, for example). There was discussion regarding having the whole year's actual expenditure figures available to the budget committee. If we were to start the budgeting process later, say January, and consolidate some of the budget items, we could do one statement of operations. Mr. Sutton will speak with the budget chairman on the subject.



? Woodstock joint meeting - The Board reviewed the letter mailed today, inviting the Woodstock Board of Selectmen to join us on February 26, 2007.



? Business Park Dedication - Is now scheduled for February 14th at noon here at Lincoln Town Hall with presentation and discussions. The tentative agenda was discussed, including presentations, lunch, ribbon cutting and photo opportunities. Some 36 people have been invited, and we may put further notice in the paper.



? Town Traffic Plan Public Hearing - This meeting with the New Hampshire Department of Transportation and the Traffic Engineers is scheduled for February 28, 2007, at 6pm, which coincides with a Planning Board meeting.



Other Business

? Mr. Sutton stated that we had received 9 bid requests for the Pleasant Street Project. February 1st there will be a pre-construction informational meeting.

? A newsletter to the townspeople will come out mid-summer, in print and on the web. Condominium associations could mail this out to their owners too.

? The sign ordinance revision was not completed in time for Town Meeting, as some Planning Board members still had various concerns. Selectman Moore noted that it will be kept on the front burner and there will be a public hearing this fall.

? There was a discussion on appointments of health officer and trustee of trust funds.



Public participation

? Charlie Cook stated he was in favor of the budget schedule change, but also wondered about the amount of work involved to provide actual expenditure figures for each meeting.



The meeting was adjourned at 6:50 pm and Mr. Sutton left. The Selectmen then reviewed payroll and accounts payable check registers for the week ending January 28, 2007.
