Present: Chair Deanna Huot, Selectman Peter Moore, Selectman Patricia McTeague, Town Manager Ted Sutton, Recording Secretary Susan Chenard
Audience members: Pat Romprey, Ray Burton, Ted Smith, Nate Haynes (all at various times)

Approval of public meeting minutes of April 2, 2007: A motion was made by Selectman Moore, seconded by Selectman McTeague, to approve the public meeting minutes of April 2, 2007, as written.

Other Business
? Storm Report - Due to the major wind and rain storm today, Town Manager Sutton started the meeting with a storm report. He reported that damage to property was surprisingly low considering the number of trees that came down on power lines etc. The Town Manager, Selectman McTeague and Emergency Management Director Police Chief Ted Smith toured the town this afternoon and made plans for housing. Shortly after their return, Chief Smith heard from the New Hampshire Electric Cooperative (NHEC) that the power should be back on in Lincoln within 3-6 hours. Town Manager Sutton also reported that the fire, police and public works crews have been working hard for the past 20 hours cutting trees and so forth. No-one remembers a storm being this bad - Lincoln seems harder hit than surrounding areas, possibly due to a wind-funneling valley effect. Ray Burton stopped into the meeting at that point and reported that he had received a call from a Lincoln resident remarking on all the shingles that had flown away, and that he had spoken with Chris Pope from the new emergency activation center in Concord, who offered help at 800-852-3792. There was further discussion regarding generators; the one at Town Hall that powered the police department, and the possibility of one for the community center.
? Planning Board members - The next topic was a letter received by the Town Manager and Selectboard from Mike Bovarnik, who was resigning from the Planning Board. Pat Romprey, Chairman of the Planning Board, had also received a copy and joined the discussion. There had been three letters of interest for Mr. Bovarnik's position of alternate. The Selectboard decided to interview all three interested people at the next Board of Selectmen's meeting, in two weeks. There was some discussion regarding what qualifications the various potential members might bring. Finally, there was a question regarding intervals at which Planning Board members need to be re-appointed.

Routine Business
? Loss Prevention Meeting - The next Loss prevention Committee meeting will take place April 18, 2007 at 9am and will review the Town Hall, Police Department and Fire Department.
? Insurance Discussions - Town Manager Sutton handed out information from the meeting with LGC on April 12th regarding health insurance, worker's compensation and liability. Our health insurance contract with Primex expires this July, so we are comparing prices. A meeting with Primex is set up for April 17th.
? Vacation Policy revisions - Town Manager Sutton presented the Board with revised language for the vacation policy, but this brought up questions regarding sick leave for 32-hour versus 40-hour per week employees. This subject will be revisited at the next meeting.
? Sewer Video - Town Manager Sutton showed the Board of Selectmen a letter from Hartigan who was the best bidder for sewer flushing and inspection, as well as grease cutting and removal. There could be up to 20,000 feet to view, and we do have up to $20,000 of sewer tap funds to spend on this project.
? Ballfield Scoreboard - The scoreboard will go up once the ground is thawed. There was also discussion regarding the dugout door's repair and placement of a light on top to prevent further vandalism. These issued have already been discussed and are being followed up on by Tara Tower.
? Trees on Cemetery Road - Most of the dangerous trees were cleaned up prior to the storm, with the help of a consultant. The timber was used to construct supports for the sanders when not in use.
? Coalition Communities re: Governor's Amendment to State Constitution - There was discussion regarding the school funding amendment proposed by the Governor, and the 50% criteria. We remain vigilant in making sure we don't achieve donor town status again.
? Lincoln Woodstock Chamber of Commerce Summit - On May 1st the Chamber will hold a Summit at the Pavilion next to the governor Adams Lodge at Loon Mountain. The information received there will be used at the retreat later this summer.
? Mosquito and Black Fly Mitigation - Town Manger Sutton met with representative from DES to look at the vats at the White Water Treatment Plant, etc. Dennis Ducharme will be helping to fund mitigation of these insects on his properties.
? InnSeasons Mill Demo - Dennis DuCharme's team will also be starting demolition of the mill this summer, hopefully by May 1st, with the balance to be completed next year. DES will be putting up a Brownsfields sign in the circle in front of the mill in late May. Mr. Ducharme gave a lengthy presentation at the Planning Board meeting last week.
? Cannon Mountain lease - Town Manger Sutton reiterated that the Town of Lincoln is in support of the Cannon Mountain lease. A new bill had been put before the Senate, but Franconia's representative McLeod moved to kill the bill. The feeling of many in the area is that this lease would be beneficial not just for Franconia, but also for neighboring towns, including Lincoln.
? Chief Smith and Notch Plan - Chief Smith stopped in to report that we had power on Main Street. He also said that we had places available to put people that did not yet have power and he had been in touch with everyone on the Good Morning program. Town Manager Sutton then reported on Chief Smith's Notch Plan meeting. He had done a table-top exercise using the actual recent case of the closed Notch, with members of Emergency management, State and community police, and Sheriff's department. The plan was very well taken and the Chief had done a great job.
? 911 Woodstock - Last week when the Kanc Store was robbed, a passerby had called 911 from their cell phone, but that call was routed to Grafton County, then to Woodstock, and then to Lincoln, causing many delays. We'll need to look into improvement in that system, as it should have routed directly to Lincoln.
? Pleasant Street Update - Town Manager Sutton reported on the homeowner's meeting last week. About 8 people came to the meeting, as well as the Town Manager, Public Works Director Bill Willey and Mike Duffy from Horizons Engineering. Good information was well received.
Other Business

. The Town Manager has been working on creating a Maintenance Deficiency Correction Plan for the Army Corps of Engineers. This will be mailed out this week.
. A Veteran's Tax credit was applied for by Bernice Fairbrother, widow of Byron Fairbrother. A motion was made by Selectman Moore, and seconded by Selectman Mcteague, to approve this tax credit. The vote was unanimous.
. A motion was made by Selectman Moore, seconded by Selectman McTeague, to approve the supplemental assessment for Saber Mountain Partners LLC, on Tax Map 21, Lot 9, as recommended by Scott Marsh of Municipal Resources, Inc. The motion passed unanimously.
. A motion was made by Selectman Moore, seconded by Selectman McTeague, to approve the abatement on Tax Map 21, Lot 9, as recommended by Scott Marsh of Municipal Resources, Inc. to Saber Mountain Partners, Inc. The motion passed unanimously.
. A motion was made by Selectman Moore, seconded by Selectman McTeague, to approve a supplemental warrant totaling $392.00. The motion passed unanimously.

Public Participation
There were none at this time.

At 7:25 pm, Mr. Sutton left and the meeting was adjourned.

The Selectboard then reviewed payroll and accounts payable check registers for the week ending April 15, 2007.
