Meeting Minutes
May 14, 2007

Present: Selectman Peter Moore, Selectman Patricia McTeague, Town Manager Ted Sutton, Recording Secretary Helen Jones

Audience members: Charlie Cook, Wilfred Bishop, Meg Haase, Rob Haase, Colin Haase and Chris Beard

Absent: Chairman Deanna Huot

Approval of public meeting minutes of April 30, 2007: A motion was made by Selectman McTeague, seconded by Selectman Moore, to approve the public meeting minutes of April 30, 2007, as written.

Routine Business

? Fire department Presentations - The newest firefighters were welcomed and certificates were presented to them; Colin Haase and Chris Beard. Pictures will be taken at a later meeting.

? Review of Nor'easter Critique Meetings - A meeting was held with Emergency Management. Chief Smith has been trying to develop a citizen's core group. Some of the students in their senior year may be interested in helping in this area. There is a need to apply for a grant to obtain a generator for the school and one at the Community Center. Chief Smith and Chief Moorehead will be working on obtaining these grants.

? NPDA Permit Renewal (National Pollution Discharge Elimination Systems Permit) - In process; up for renewal due by 7/1/2007. A consultant is working on this application.

? FEMA Visit - Meeting was held this past Friday and Saturday in the Town Hall Conference room. Unsure of how many people attended the meeting however it was open all citizens of the Grafton County area due the storm damage of the Nor'easter.

? Centex Sewer Line - Crossed river last summer and is continuing down behind Munce's Store. Project is almost complete - things are running successfully. Dead trees will be taken down in front of the Solid Waste facility.

? Route 3 Sewer Line -Businesses must install new grease traps by 9/15/07; have videos of sewer pipe and there are some breaks that have been found. Mr. Sutton has spoken with some of the business owners and they are aware of the new grease trap ordinance and its guideline requirements. Pump failure in the past prompted the realization that there may be some infiltration in the lines. Loon Mountain is being asked to repair their infiltration. The Town is videoing to locate theirs as well. Large amounts of water are coming into the system from what is believed to be the Campers World area. That connection has deteriorated and needs to be blocked off.

? Pleasant Street Project - Project has begun and the sewer line has crossed Main Street. All is going quite well but waiting for signed easement from the superintendent of Lin-Wood Public School, Mr. Cosgriff, and street lighting is wanted at the end of the cul-de-sac.

? Ball-field - Project has been accelerated as the school is having a championship series with boys and girls teams; the boys will be on the school ball-field and the girls will be using the Recreation ball-field. Scoreboard is up, concession stand, fertilizing and aeration has been done. It was asked if there would be a light or some type of security system put on the dugout, this would be looked into. School will be putting in a camera system to over look the ball-field.

? Rapids Development - Mr. Sutton has been meeting with HTA (Hoyle, Tanner and Associates), the Town's engineers and the engineers for the Rapids Development working out issues with the plans that have been submitted for projects that are proposed. This is common practice for all submitted projects prior to going to the Planning Board. Mr. Sutton said he has requested the developers of the Rapids project to add a bike/walking path for residents to get to the Old Hole swimming area. Mr. Sutton said he is continuing to work with all of the developers to make sure their fair share is paid toward the new water system.

? Grafton County Budget - Mr. Sutton said the budget had increase approximately 22%. $400,000 is being asked by Grafton County to study the first three phases of the new jail and its needs have to be assessed. Mr. Sutton noted it was the intention of Grafton County to add 9 more employees to help with the drug court, which is going to be an added expense that was not mentioned last year. The public hearing on the budget will be held on 5/21/07, which the Selectmen will notice as a meeting because all Selectmen representatives are going to try to attend with Mr. Sutton.

? Coalition Communities & School Funding - There was discussion on this topic as to whether towns should possibly pay 100% of funding. It was said that if Lincoln were to go back to a donor town it could end up paying approximately $3 million versus the $1 million it was paying before.

? Ted Smith and Ted Sutton Vacations - Ted Sutton will be on vacation from 5/17 to 5/20 and will be leaving again on 5/22 until 5/25. Ted Smith will be on vacation starting 5/15 and will be returning on 6/5. Lieutenant Cooper will be in charge will Chief Smith is on vacation.

? Annual Report Theme - The theme this year will be the Recreation Department.



Other Business

? Tax bills should be ready to print for the July billing during the week of May 21st.

? Mr. Sutton said a certificate has been made to present to Mr. Haase, a State Trooper that is retiring, for the service he has provided the town with. A number of the Board members will be out of town and if one of them can't attend Sergeant Meyer will present the certificate to Mr. Haase.

? Selectmen Moore had a meeting with Mr. Jim Fadden regarding a complaint that had been registered in two areas regarding things that go on at the facility on Wednesdays when it is closed.



Public Participation

Mr. Cook said he felt it was a good idea to have public participation when dealing with Nor'easters to have more people to check on citizens in the event of possible fires or if it's colder.



At 6:30 pm, the meeting was adjourned. The Selectboard then reviewed payroll and accounts payable check registers for the week ending May 13, 2007.
