Approval of public meeting minutes of June 25, 2007: A motion was made by Selectman Moore, seconded by Selectman McTeague, to approve the public meeting minutes of June 25, 2007, as amended. The vote was unanimous.

Routine Business
? Public Comments re: the conveyance of Map 16, Lot 312 (White Water Treatment plant) to the North Country Center of the Arts (NCCA) - Town Manager Sutton gave a brief summary of meetings confirming the right of the Lincoln Board of Selectmen to convey the parcel per NH RSA 41:14-a (two town meetings and the last Planning Board meeting). The Planning Board had recommended the sale, as long as NCCA completed an environmental assessment and took over the property on an "as is" basis, absolving the Town of Lincoln of any further responsibility from any environmental hazards. Also, there should be a right of way to get to the adjoining town-owned parcel and that there be a right of first refusal so that the Town of Lincoln could purchase the land again if the NCCA should ever decide to give it up. Chairman Huot then invited any public comment, after reminding everyone that there would be a second opportunity to do so on July 23rd. Steve Loynd asked if there was a set value for the right of first refusal or if it would be based on the current value at that time. Town Manager Sutton said it would be based on the future present value. Bill Hallager then stood up to say that he naturally was in favor of the project. There were no further comments.
? Grafton County Municipal Association - Town Manager Sutton sent out a memo last week to all Grafton County towns regarding forming an association of Grafton towns and cities due to the anticipated growth in Grafton County's budget and spending. A major part of the increase is due to the development and plans for the new county jail. We have had a very positive response to his email with 22 of the towns responding "yes"
? FEMA's levee comments - Town Manager Sutton explained that FEMA has completed the mapping and updating of maps in Grafton County, but will hold off on the final mapping of the town of Lincoln until September 2007. This is also due in part to our discussions about the levees and gives a chance for those homeowners and associations in the proposed flood plain to buy flood insurance at reduced grandfathered rates. FEMA's Kevin Merli will be holding a public meeting here in late August/early September to meet with anyone who has questions. We will notice all affected parties when the date has been established.
? Fireworks update - Due to heavy rain, the 4th of July fireworks went off at about 10pm, rather than the planned 9:15pm. Fire Chief Nate Haynes told the Town Manager that the company did the best they could given the weather conditions, having to keep the loading pipes on their side so as not to fill up with water. If the weather had not cleared by 10pm, a rain date would have been set. There was some discussion on communication between the fire and police departments, as apparently dispatch had told several people that the fireworks had already been set off at 9pm and some police officers on the scene did not know the scheduled time.
? Zoning Board Position - Tom Smith, who had been an applicant for the planning board but not appointed there had been encouraged to apply for the open position on the zoning board instead. He came to tonight's meeting to voice his interest in doing so. As his experience was very good, a motion was made by Selectman McTeague, seconded by Selectman Moore, to appoint Tom Smith to the Zoning Board. The vote was unanimous. Selectman Mcteague suggested he attend the conference this fall and pick up a welcome packet as soon as possible, as there might be a meeting of the Zoning Board in the near future.
? Mapping Update - Cartographics has been very busy this year with the re-mapping. Last year they only went through half of the appropriated funds, but this year they used that and the current year's appropriation. So the Town Manager has asked them to stop work until next year's appropriation comes into effect in March. Once they are done with this phase, they will start a new phase of making all the information available for the final product.
? Generator Grant - Chief Smith met the deadline to apply for a grant for a generator at the Father Roger Bilodeau Community Center. This grant would be for $20,000 with a $5000 match from the town. Woodstock was applying for a generator for the school as well.
? Ballfield dedication - This is scheduled for mid-September.
? Common Man Lease renewed - The lease of a portion of a town lot by the Common Man has been renewed with the new assessed value as a basis for the rent due. Also, Town Manager Sutton mentioned that Alex Ray, owner of the Common Man restaurants, has stated that he will be applying to put up a Common Man Inn between the restaurant and Forest Ridge entrance.
Other Business
? The Cross Street broken pipe was confirmed by video. This will be repaired this summer, leading to some street repair at that location at the same time.
? Planning Board will be speaking with Bill Walters this week regarding a potential change of use for all of his vehicles parked at his restaurant on Route 3.
? Fuel prices for propane sales to the town of Lincoln are being quoted at between $1.749 per Franconia Gas and $1.80 per Irving.
? The current use files, comprised of four properties, have been found and Ron Cote of the DRA was informed. His report has come in and our COD and PRD numbers are in very good shape (meaning our assessing is right on track).
? CIP - Stacey has received requests from the department heads for the Capital Improvement Program. When these are coordinated, the committee will meet.
? The elderly exemption for Edmond Gionet was approved.
? The summer Town Talk Newsletter should be coming out sometime next week. It will be distributed at the post office, town hall and post office, as well as being posted to the town website.
? Chairman Huot asked Town Manger Sutton to set up a meeting for the Board of Selectmen to view the Riverside Terraces units as Ed Brisson of Centex had suggested. Town Manger Sutton said he would ask him when he saw him at tomorrow's water and sewer meeting. Chairman Huot then asked if there had been anywhere near peak demand on water this year, around a million gallons, but up to July 9th, there had not.

At 6:50 pm, Town Manager Sutton left and the meeting was adjourned. The Selectboard then reviewed payroll and accounts payable check registers for the week ending July 8, 2007.
