Meeting Minutes
November 6, 2006
6:00pm

Present: Chair Deanna Huot, Selectman Peter Moore, Selectman Patricia McTeague, Recording Secretary Susan Chenard, Audience member: Charlie Cook

Approval of public meeting minutes of October 16, 2006: Selectman Moore made a motion, seconded by Selectman McTeague, to approve the public minutes. Affirmative votes by all.

Charlie Cook arrived at 6:05pm.

ROUTINE BUSINESS

? New Approved Tax Rate - Chair Huot led a discussion regarding the new tax rate. With much hard work on the part of everyone, the new rate has been approved at $8.00 per $1000 valuation. (This breaks down to $3.04 for the town, $3.84 for school and $1.12 for county.) Technically, this is a $1.65 overall increase, with $0.36 to the town, $0.85 to local school, $0.24 to state school and $0.20 to Grafton County. But with the revaluation, most people will actually be paying less. Chair Huot also spoke about the overlay going up to $294,816, represented by a $0.09 increase, included in the town's portion above. Also, there was discussion regarding the $105,000 approved by the town last year for the Father Roger Bilodeau Community Center. It seems the article was written incorrectly, as the monies should have gone first to the general fund, and then be transferred to the capital reserve fund, as a donation. In looking towards next year, there was discussion about the $253,000 rural development grant, of which the town needs to raise $113,850 in matching funds. Finally, there was talk about the appraised value for NH Electric Cooperative Inc. utilities being $9,419,852. Several comments were also made about the great work Helen Jones has done, and how interesting it was to see the new CAMA software, which showed both the current state of the taxes and what the picture would have been like without the revaluation.

? Army Corp. of Engineers Meeting: Flood Control - There is a meeting scheduled for 1pm on 11/14 with Corp. regarding the dike mentioned at the last meeting. Do we have the info they are looking for? Who owns the dike: the town, the engineers or the new property owner? The general consensus seemed to be that no-one wants to take the responsibility.

? Carbon Coalition Discussion - All three selectmen thought that the article should go on the town warrant, as it seems to be for the general good. There was discussion of the wording of the article, when Mr. Cook, from the audience, mentioned that there was proposed language on the Coalition's website. However, he felt this also gave the town the responsibility to follow up in actions and dollars. Chair Huot thought it was more to tell the Federal and State governing bodies how the town feels on the subject, and might prompt some actions within town, such as switching to more efficient street light bulbs etc. So, Selectman Moore made a motion to allow a warrant article on the subject of carbon emissions on the 2007 town meeting ballot. Selectman McTeague seconded.

? Other business - None.



Mr. Cook left at 6:30pm and the board went to non-public session, in accordance with RSA 91-A:3II(a) to discuss a personnel issue. At 6:40pm, the board came back out of non-public session. No decision was made in non-public session.



Chair Huot mentioned that the town report got 2nd place this year and an award will be presented at lunchtime on November 16th at the 2006 LGC Conference and Exposition. There was some discussion as to who would sign up and for how many days, etc. Need to register by the 8th.



The meeting was adjourned at 6:55pm. The Selectmen reviewed Payroll and Accounts Payable check registers for week ending 11/5/06.
