Meeting Minutes
November 20, 2006

Present: Chair Deanna Huot, Selectman Peter Moore, Selectman Patricia McTeague, Town Manager Ted Sutton, Recording Secretary Susan Chenard, Assessing Secretary Helen Jones

Approval of public meeting minutes of November 13, 2006: A motion was made by Selectman McTeague, seconded by Selectman Moore, to approve the public meeting minutes of November 13, 2006, as amended. A motion was made by Selectman Moore, seconded by Selectman McTeague, to approve the non-public minutes of November 13, 2006. Affirmative votes by all in both cases.
Public Participation - Due to the anticipated length of the workshop discussion regarding the budgets, it was decided to switch the order of the agenda for tonight, leaving routine business for last.
o Gloria Morin came before the board asking if the Father Roger Bilodeau Community Center would be available to hold the school reunion. Last year, there had been about 250 people at reunion, and she was looking forward to using the Community Center for that event this coming year. But now she had heard that only 150 people could be in the building at a time. She felt that there had often been more people in there. Why the change? Chair Huot and Mr. Sutton explained that, now that the town owned the building, it had to abide by the state fire marshal's ruling, which was that only 150 people could safely gather there at a time. There is a sign posted in the building to that effect. They would love to see her, and other community members, use the building for get-togethers, and it would be expanding somewhat over the years, in size, but the town did need to limit the number of people to the approved fire safety numbers.
Other Business
o Mr. Sutton reported that there had been an offer on Lot 9 at the Town's business park, for $139,900 cash. However, this person intended to erect a 5000 sq ft building in which to store snowmobiles and get directly to the snowmobile trail adjacent to that property. There was some discussion about if there would be any employees, but really, the main focus was storage of snowmobiles, and the point of the park is to employ multiple people, at least 2-3, at each business.
o A Veteran's Tax Credit was approved for a Veteran of the Vietnam Conflict. There was a question regarding how long he had been living here, in Lincoln, as the form only asks for a check mark by the applicant claiming he has been in New Hampshire for a year back from the date the credit takes effect. Selectman Moore made a motion to accept and Selectman McTeague seconded it. The vote was unanimous.
o A Timber Tax Warrant was discussed and approved as well. (Two developers had submitted their notices of wood cut, generating this tax bill.) Selectman McTeague made the motion and Selectman Moore seconded it. The vote was unanimous.
o Discussion then began on the Tax Warrant for the Real Estate Tax. Assessing Secretary Jones had been working hard with Cheryl from Commerford, Nieder, Perkins LLC to reconcile the BMSI and ProVal systems. Technically, the tax warrant could have been printed today, as the numbers were within the ½ % allowance allotted, but it was decided to balance to the dollar instead. (Bills come from BMSI but the values are in ProVal.) The tax bills are planned to be out and due before December 31, however. (The taxes are due 30 days after the day the bill goes out.)
Routine Business
o The workshop discussion of the budget commenced at 6:55pm.
At 9:26pm, Mr. Sutton left and the meeting was adjourned.
The Selectboard then reviewed payroll for the week ending 11/19/06. (Accounts payable check registers would be done the next day.)
