Meeting Minutes
December 4, 2006

Present: Selectman Patricia McTeague, Selectman Peter Moore, Town Manager Ted Sutton, Recording Secretary Susan Chenard, Assessing Secretary Helen Jones

Approval of public meeting minutes of November 27, 2006: A motion was made by Selectman Moore, seconded by Selectman McTeague, to approve the public meeting minutes of November 27, 2006, as amended.
Routine Business
Mr. Sutton reported on various meetings he had throughout the week:
? Tuesday's meeting with the Grafton County Economic Development Council went well. Mr.'s Scarano and McBride were impressed with the presentation and marketing done by Coldwell Banker LinWood Real Estate. They offered to put an ad on a free website to further promote the business park, and assured Mr. Sutton that there would be funding available via the Community Block Development Grant.
? The meeting with Centex regarding fire and life safety also went well, with the state fire marshal being impressed with the plans thus far for Phase 1 and 2 of the first "icon" building. Air exchange, fire ratings, carbon monoxide detectors and more were covered at that meeting. Selectman McTeague confirmed the fact that the building would now be 3 ½ stories high, with one space per unit in underground parking and a second space outside in adjacent lots.
? The meeting with Attorney Peter Malia regarding the Rapids at South Mountain was interesting. The developer's attorney, Richard Uchida, had contacted Mr. Malia with the opinion that, according to the current cluster housing ordinance, duplexes could be built with just 22,500 square feet of land per set. In a non-cluster setting, each unit would need 15,000 square feet, for a total of 30,000 square feet per set. However, the Rapids were using that cluster housing ordinance. Mr. Sutton asked Mr. Malia to draft a warrant article to protect the town from issues of this type in the future. The regulation pertaining to duplexes was never intended to be used as a cluster development. We have always required the 15,000 sq ft per unit. However, our attorney, Peter Malia, agreed with Richard Uchida's opinion of the current wording. Further discussion with the developer will ensue.
? Wednesday's meeting regarding the Father Roger Bilodeau Community Center was a discussion of how to match the funds the town would be receiving from the state through a federal grant. The grant amount is $139,000, and the town would need to match $113,000 of that, for a total of $252,000 to go towards the Community Center. The plan would be to use this money to add on a room to provide more space for day care, as well as ADA improvements and additional parking spaces, etc. Some money may be taken from the surplus fund, to be proposed at town meeting, but as much as possible would be done with in-kind work that would help offset the required town match.
? Next, the board reviewed the public use policy for the Father Roger Bilodeau Community Center. Selectman McTeague suggested a review of the fees, as they seem outdated.
? The board then discussed the job description of the coordinator at the Community Center. Mr. Sutton felt that that position was needed and an investment that would lead to developing income in the longer run.
? The Community Center Budget was presented to the Board by the Town Manager for approval. No decision was made.
? The Town Manager then presented the entire Recreation Department Budget for approval, but no decision regarding its acceptance would be made until Chair Huot returned from vacation.
? The Police Department's budget was presented next, with an increase of 2.56%. A motion was made by Selectman Moore to approve the Police Budget as presented, and Selectman McTeague seconded it, making the vote unanimous.
? The Town Manger then presented the Health Agency Budget, with a 1.362% increase. A motion was made by Selectman McTeague to approve the Health Agency Budget as presented, with a second by Selectman Moore making this vote unanimous as well.
After a thank you from the board, Helen Jones left at 7:03 pm.
Other Business
? The 911 Data Release was signed by Mr. Sutton.
? The truck at Solid Waste had received a high bid of $1001 and will be sold to Kevin McNamara. The Selectmen signed the Bill of Sale.
? A motion was made by Selectman Moore to approve a Veteran's Exemption for William Henderson. Selectman McTeague seconded this, making the vote unanimous.
? The town's website, www.LincolnNH.org , will now have current approved meeting minutes available for the public. This would include the Select Board, Planning Board, Zoning Board and Town Meeting. Susan Chenard will continue to work on making upgrades to the website to make it more user-friendly.
Old Business
? Mr. Sutton announced that he had heard from Wally Rennie regarding his sign on Route 3. It seems he has the property under agreement for sale, and the sign would be coming down, probably within the month. Mr. Sutton had sent him a letter asking him for its removal, as he had also done with Mr. Spanos's sign. That situation was still a work in progress.
Public Participation
? Mr. Bishop mentioned he had read in the North Country News that the town of Warren had a Flood Plain Development Ordinance and wondered if Lincoln had anything similar. Mr. Sutton said he was working with Stacey Havlock from the Planning Department on changes in the Flood Plain Ordinance that would be added to the Town Warrant to be voted on at Town Meeting.
? Mr. Bishop also asked about progress on forming an Energy Committee. He would be interested in serving on that. The board felt it was a good idea and the Town Manager agreed to set up such a committee.
? Mr. Bishop also gave a quick Conservation Commission update.
At 7:12 pm, the meeting was adjourned and Mr. Sutton left.
The Selectboard then reviewed payroll and accounts payable check registers for the week ending 12/03/06.
